Carbon capture and storage - one of the most important engineering challenges

I keep reading confident statements from power companies, governments and environmentalists, that carbon capture and storage won't be ready until 2020, if then. Does anyone know where this number came from?

We have done carbon capture from industrial plants for many years, and done carbon storage on an industrial scale for many years. The only technology missing is a system to move the gas from one place to another, and the Romans knew how to do that (if underfloor heating counts).

Is the real answer that we can't do carbon capture and storage on an industrial scale until there is a more reliable regulatory environment to make sure we cover the costs, and that probably won't happen until the post-Kyoto UN discussions are completed?
