Actually, I'm completing an LL.M (Masters in Environmental Law). (still a student would be the best way to characterized that). My topic is Carbon Sequestration, and I'm not sure how I feel about it, or which way I will sway my paper. I still don't think it's a viable solution. So far, I have studied several DOE projects, but haven't concentrated on privatized projects. At this point in my thesis, I am concentrating on the legal regime, but my personal concern as an environmental lawyer, is the consequence of failure, who is liable, who 'owns' the CO2? Will the facilities still 'own' the carbon dioxide? What about any biproducts?

I will look into your project. And if you have any thoughts on my questions, they are greatly appreciated.
